Extremism, Radicalism, and Terrorism

From March 22 to 25, 2025, the Academy of Justice, within the framework of its Continuous Training Program and in cooperation with the Balkan Investigative Reporting Network (BIRN), will conduct specialized training for judges and prosecutors on the topic “Extremism, Radicalism, and Terrorism.”

Distinguished experts will lead the training: Mr. Burim Ademi, Judge at the Supreme Court of Kosovo; Mr. Naim Abazi, Prosecutor at the Special Prosecution Office of Kosovo; Mr. Mensur Hoti, Director of the Department for Public Safety at the Ministry of Interior; Mr. Luan Keka, Director of the Counter-Terrorism Directorate; and Mr. Nexhdet Haxhaj, Director of Investigations at the Counter-Terrorism Directorate of the Kosovo Police.

The program aims to strengthen judges', prosecutors', and other participants' knowledge of identifying early indicators of terrorism within criminal acts. It also emphasizes the institutional responsibility to prosecute such offenses while safeguarding human rights and freedoms that may be at risk during proceedings related to radicalism and terrorism.

As part of the Continuous Training Program for 2026, this initiative provides a platform for exchanging experiences and analyzing concrete cases of terrorism and violent extremism.

The methodology combines interactive discussions with the examination of real cases from judicial practice.

Participants include judges from the Department for Serious Crimes of the Basic Courts and Basic Prosecution Offices across Kosovo, prosecutors from the SPRK, and representatives of the Kosovo Police.
