Training

 

On 11 to 26 April 2010, the Kosovo Judicial Institute in cooperation with the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) U.S Department of Justice in Prishtina, organized a practical training under the topic:“Crime Victim’s Rights: Fairness.  Dignity. Respect." Victim Assistance Training, the event in question took place in the Eastern Region of the State ofNorth Carolina and Washington DC , USA . 

The purpose of this training was to learn the best practices of the United States in dealing with victims of crime in general. However, the special emphasis was given to the:

 - Treatment of victims of domestic violence,

 - Trafficking in human beings, and

  - Sexual assault.  

Therefore, in addition to the professional lectures on the aforementioned topics, the participants had the opportunity to directly see how does the service providing system works, get informed on the types of services provided to the crime victims by various institutions and shelters, such as recreational activities, vocational services, psychological and medical treatment as well as the security measures forboth genders.Among other things, the following issues related to the phenomenon, factors and investigation criminal offences were addressed in the continuation of this training:  

  - Domestic violence,

 - Sexual assault,

  - Child pornography,

 - Trafficking in human beings,

  -

 Stalking, and

  - Public corruption, Whereas, a special attention was paid to: 

   -  The professional ethics in dealing with victims,

  - Special programs post-victimization,

   - Concrete cases from practice,

 

- Social services and the conclusion of, was introduced the

  - Computer Software for presentation of cases at trial.

 On this occasion, it is worth mentioning that the delegation in question continued the training and by touring these institutions: 

  - Federal State Attorney’s Office,

 - District Federal Court;

 - Main Shelter "Interact",

 - Shelter for Victims of Domestic Violence,

 - Rapid Response Center ,

 - National Center for Missing and Exploited Children,

 - National Center of Victims of Crime awards in Washington ,

 - Attendance of the National Crime Victims Week, the ceremony which was  held  in Washington and North Caroline,

 - Children's Advocacy Center "Tedi Bear",

 - Superior Court, the District Court and Sheriff’s Department of Pitt County,and

 - Police Department in Wilmington .

Moreover, the aforementioned content proves that the training was practical and it was conducted in line with the most advanced training methodologies of adult learning. Thus, it is worth mentioning that in the course of this training the participants Kosovo, namely Mr. Ismet Kabashi, State Chief Prosecutor and Mr. Besim Kelmendi, prosecutor of the Kosovo Special Prosecutor's Office got the chance to speak before the American audience composed of students of the Faculty and the North Carolina Task Force against the aforementioned phenomena. The beneficiaries of this training were the State Chief Prosecutor of Kosovo, prosecutors from the Kosovo Special and District Prosecutor's Office, representatives from the Ministry of Justice, Ministry of Social Work and various NGOs from around Kosovo that deal with housing, treatment of victims through various professional services.
