Study visit in the Republic to the Federal Republic of Germany

On 14 February 2017, a delegation of the representatives of the Kosovo judicial and prosecutorial system, part of which were also the Chairman of the KJI Managing Board, Ymer Hoxha, Kosovo Judicial Institute Acting Director Besim Morina, stayed for a study visit to the Federal Republic of Germany, within the framework of the Twinning Project activities, supporting KJI to “Further support of legal education reform”.

As participants to this visit were the President of the Supreme Court, Chief State Prosecutor, Head of the Kosovo Judicial Council, Head of the Kosovo Prosecutorial Council, President of the Basic Court in Gjakova and Director of the Secretariat of the Prosecutorial Council and the Resident Twining Advisor.

In the framework of this visit, meetings were held in the Federal Academy for Training of Judges and Prosecutors in the Justice Academy of Berlin and Brandenburg region as well as at the Ministry of Justice of these regions. Also, meetings were conducted in the Office of the Prosecutor and the Court of Appeal in Berlin where the discussion focused on human resources, in particular, on the recruitment of new judged and prosecutors.

The purpose of this meeting was to closely be informed about the functioning of the federal academy and regional one for training of judges and prosecutors with the purpose of supporting the transition process of Kosovo Judicial Institute into the Justice Academy, this process is waiting to be implemented with the entering into force of the law which has been previously approved by the Assembly of the Republic of Kosovo.

Among the main topics discussed in these meetings were: the entry exam of the candidates for judges and prosecutors, initial training of the candidates for judges and prosecutors, continuous training of judges and prosecutors and the administrative staff of courts and prosecutors, including but not limited to the training needs assessment, selection of trainers and training methodology.
