Training on Performance Evaluation Commissions of KJC and KPC

The Academy of Justice, in collaboration with the WBROLI project, continues its efforts to provide training for Judges and Prosecutors aimed at enhancing their professional capacities. Therefore, on December 18-19. 2023, a two-day training has been conducted for the KJC and KPC Performance Evaluation Commissions.
 
This training builds upon activities from the previous year and the work with Commissions, resulting in the development of training curricula for commission members within the KCJ and KPC. During the training, there was a high recognition of the need for additional specialized training for members of the Performance Evaluation Commission, particularly in assessing measurable indicators due to the challenges encountered in implementing the regulations for evaluating Judges and Prosecutors.
 
Discussions also covered necessary legislative amendments of the internal acts that would enable the Commissions to work more practically and effectively. Throughout the two days of training, participants had the opportunity to discuss evaluation and appeals processes, observation and monitoring of the practical work of Judges and Prosecutors, unconscious biases, systems for gathering information, as well as integrity and ethical issues.
 
The entire training was moderated and led by two British experts, Mr. Jonathan Caroll and Mr. Allan Cansick, along with the Chairpersons of the Performance Evaluation Commissions in KCJ and KPC, Ms. Teuta Ibrahimi and Mr. Ardian Hajdaraj. Participants included the Chairman of the Judicial and Prosecutorial Councils, the President of the Supreme Court, the Acting Chief Prosecutor, Presidents of Courts and Chief Prosecutors, Judges from the Supreme Court, members of the Judicial and Prosecutorial Council, members of the Performance Evaluation Commission for Judges and Prosecutors, Senior Judicial Inspectors, statistical officials, Permanent Members of Commissions in the KPC, Heads of Training and IT Departments, as well as legal officers.
