September 21 2020, Academy of Justice within the Continuous Training Program is conducting the mandatory trainings for the prosecutorial system on “Professional ethics”. Trainers for this activity are: Mr. Bahri Hyseni – Chairman of the Kosovo Prosecutorial Council, and Mr. Jetish Maloku – Chief Prosecutor of the Basic Prosecution in Gjilan.
Purpose of this training is extending the participants knowledge on responsibilities that derive from implementation of the law and focusing on the Code of Ethics that aims to provide the prosecutors series of values and principles on which their behavior is based. Furthermore, respecting principles of independence, impartiality, integrity, avoiding conflict of interest, will all impact on increasing the public trust on the prosecutorial system. Therefore, respecting ethical behavior is a responsibility that impacts on increasing the image not only of the prosecutor but of the entire prosecutorial system as well.
Focus of this training is: Ethics Code for Prosecutors, which elaborates on the purpose and basic principles of the Professional Ethics, Disciplinary procedure towards prosecutors that involves legal changes, prosecutor’s actions that constitute on disciplinary violation, disciplinary measures, complaints and their content, as well as actions of the competent authority.
During this training it was also elaborated on the following: Requests for initiating investigation, actions of the council, establishing the investigation panel and procedure of the investigation panel, voluntary agreement for the assumed violations, hearing session and decision of the Council.
Training methodology was combined with theoretical explanations and interactive discussions.
Beneficiaries of this training are: Chief prosecutors from the Special prosecution, the Appeals Prosecution and the Basic Prosecution, as well as state prosecutors of all instances.
