Training Needs Assessment Meetings for 2027 with the Basic Courts and Prosecutors' Offices in Prizren and Gjakova

On June 17, 2026, the Executive Director of the Academy of Justice, together with senior staff from the Training Program Department, continued the cycle of training needs assessment meetings with judges, prosecutors, and support staff. The meetings were held with the Basic Courts and Prosecutors’ Offices in Prizren and Gjakova.

According to the plan, the morning part was dedicated to the Court and the Basic Prosecutor's Office in Prizren. In the meeting with President Ms. Shpresa Emra, the need for unification of judicial practice in criminal and civil cases was emphasized. Other training priorities will be coordinated with department heads. The continuation of cooperation to ensure efficient implementation of training programs was also discussed.

In the meeting with the Chief Prosecutor of the Basic Prosecutor's Office in Prizren Mr. Petrit Kryeziu and Deputy Chief Prosecutor Mr. Labinot Jetishi the following priorities were highlighted: Improvement of the quality of indictments and evidence, including electronic evidence; Financial investigations, seizure and confiscation, and money laundering; Economic crimes and customs tax evasion; and Cybercrime, with emphasis on crypto-assets.

In the afternoon, meetings were held at the Court and the Basic Prosecution Office in Gjakova, where President Ms. Fëllanza Knushaj emphasized training needs in both criminal and civil fields, particularly: Abuse of official position; Murder cases; Seizure and confiscation; Domestic violence; Non-contentious procedure These needs were considered especially important given the large number of judges who have recently completed their initial mandate.

In the meeting with Chief Prosecutor Mr. Enis Gashi and Deputy Chief Prosecutor Ms. Shqiponja Jupa the following priorities were identified: Corruption and economic crimes; Seizure and confiscation; Practices related to the examination of phones. Additional challenges were noted in relation to: Usurpation of property; Identity and credential theft; Gambling cases; Juvenile justice, particularly crimes against sexual integrity and domestic violence.

In all meetings, participants reaffirmed their commitment to continued cooperation and coordination of activities aimed at strengthening the professional development of judges, prosecutors, and other legal personnel.
