Protected Witnesses and Cooperative Witnesses

On September 29-30, 2025, the Academy of Justice, in cooperation with IRZ within its Continuous Training Program, is conducting the training on the topic on “Protected Witnesses and Cooperative Witnesses”.

The trainers engaged for this activity are Prof. Dr. Guntge, Chief Public Prosecutor, Prof. Dr. Gubitz, Attorney, Mr. Ali Kutllovci, Judge at the Court of Appeals, and Mr. Agron Qalaj, Prosecutor at the Office of the Chief State Prosecutor.

Purpose of this training is to provide in-depth and clear knowledge on the treatment of protected witnesses and injured parties in criminal proceedings in Kosovo, including the meaning of serious risk, the concept of anonymity, the differences between protected and anonymous witnesses, as well as comparison of the provisions of the Kosovo Criminal Procedure Code with the Law on Witness Protection. International standards and best practices will also be discussed.

The training methodology will utilize interactive discussions, presentation of cases from Kosovo judicial practice, and case studies from the judicial practice of the ECHR.

Beneficiaries of this training are: Judges from the Court of Appeal, Judges of the Special Department, Prosecutors from the SPRK, Judges and Prosecutors from the Basic instance and professional associates from the Prosecution.
