Security Measures in the Administrative Conflict Procedure

On February 5, 2026, the Academy of Justice, in cooperation with GIZ through the project Support for Reform Processes of EU Integration and within the framework of the Continuous Training Program, will conduct a training session for administrative judges on the topic “Security Measures in the Administrative Conflict Procedure.” The training is delivered by Ms. Delushe Halimi, Judge at the Supreme Court, and Mr. Faton Ademi, Judge at the Supreme Court.

The objective of this training is to enhance participants’ knowledge of the proper implementation of the provisions of the Law on Administrative Conflicts, which has been in force since January 2025, specifically regarding security measures in administrative conflict procedures.

The methodology combines interpretation of the relevant legal provisions with practical application. Issues raised during the training will be addressed through the trainers’ explanations, illustrating legal solutions with concrete cases and examples.

The topic will also be explored through interactive discussions, practical exercises on the principles and rules of the Law on Administrative Conflicts, and group work with participants.

The beneficiaries of this training include judges from the Administrative Department, officials from the Free Legal Aid Agency, as well as professional associates from the Administrative Department of the Court of Appeal and the Basic Court in Pristina.
