Module – Contested Procedure, Part Two

The Academy of Justice, within the framework of the Initial Program for newly appointed judges of the fourteenth generation, organized a 14 session theoretical training from June 8–25, 2026. The training was part of the module “Contested Procedure – Part Two” under the curriculum “Civil, Administrative and Commercial Laws.”

The module was delivered by Mr. Rrustem Thaqi, Chairman of the Judicial Council, and Mr. Qerim Ademaj, Judge at the Supreme Court.

The Module content covered the following topics:

• Filing a lawsuit in the first instance,
• Preliminary examination of the lawsuit and response,
• Co litigation and participation of third parties,
• Interruption and possession, Preparatory hearing and court settlement,
• Main hearing, Evidence and obtaining of evidence,
• Expert witnesses and parties, Securing the claim,
• Interruption and termination of the procedure,
• Special contested procedures
• It also included simulation exercises: Preparatory hearing, Main hearing, Hearing on evidence through on site inspection, Hearing on evidence through expertise.

The training methodology emphasized interactive learning and practical case studies. A courtroom simulation was also conducted at the Supreme Court to reinforce theoretical knowledge with practical application.

Beneficiaries of the training are The training benefited 19 newly appointed judges of Generation XIV (2025/2026).
