Training Program in Non-Judicial Institutions – Visit of Newly Appointed Judges and Prosecutors to the Ombudsperson Institution

On November 27, 2025, as part of the Initial Training Program for the XII generation of judges and the XI generation of newly appointed prosecutors, the Academy of Justice organized a study visit to the Ombudsperson Institution.

In his opening remarks, Ombudsperson Mr. Naim Qelaj welcomed the participants, emphasizing the relevance of the visit and expressing his high appreciation for the ongoing cooperation with the Academy of Justice. He continued by presenting the mandate, role, and competencies of the Ombudsperson Institution, and highlighting the importance of mutual cooperation in the justice sector. Alongside Ombudsperson Qelaj, the panel discussion featured Mr. Basri Kastrati, Deputy Ombudsperson, and Ms. Suzana Gashi, Director of the Legal Affairs Department.

This program aims to equip newly appointed judges and prosecutors with comprehensive knowledge regarding the procedures for investigating complaints related to alleged human rights violations, the process of preparing recommendations, the work of the National Mechanism for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as well as the procedures for receiving and reviewing complaints. Participants were also briefed on the cooperation between the Ombudsperson and the judiciary, and on determining whether complaints, requests or notifications fall within the competencies and responsibilities of the Institution.

The visit benefited 21 newly appointed judges, including one member from the Serbian community, and 24 newly appointed prosecutors.
