
Training program in non-judicial institutions - Visit of newly appointed judges to the Ombudsman Institution
On May 16, 2025, the Academy of Justice, in the context of the implementation of visits within the framework of the Initial Program for judges of the XII generation, has carried out a visit to the Ombudsperson's Institution. In his opening speech, the Ombudsman Mr. Naim Qelaj initially welcomed the newly appointed judges, considering the purpose of this visit appropriate and at the same time, highly appreciating the cooperation with the Academy of Justice, to then continue the discussion regarding the mandate, role, and competencies of this institution in ensuring mutual cooperation in the field of justice.
In addition to Advocate Qelaj, as part of the discussion panel were also Basri Kastrati, Deputy Ombudsman, Suzana Gashi, Director of the Department for Legal Affairs; and Ms. Shqipe Ibraj- Mala, Director of the Department for the Reception and Review of Complaints.
This program aims to provide newly appointed judges with knowledge regarding the procedures for investigating complaints on citizens' allegations of human rights violations, up to the preparation of recommendations for such cases, the work of the National Mechanism for the Prevention of Torture and Other Cruel, Inhuman, and Degrading Treatment or Punishment and the reception and review of complaints in and the relationship between the Ombudsman and the judiciary, and the procedures for receiving complaints and reviewing them, whether the complaints, requests, or notifications received are within the competences and responsibilities of this Institution.
Beneficiaries of this visit are 31 newly appointed judges, including one member from the Bosnian community.
