Training Program in non-judicial Institutions - visit of newly appointed Judges to the Ombudsperson’s Institution

On November 13, 2023, within the practical training in non-judicial institutions for newly appointed judges, the Academy of Justice organized a visit to the Ombudsperson Institution.

In the introductory speech, the ombudsperson Mr. Naim Qelaj first welcomed the newly appointed judges, describing the purpose of this visit as appropriate and at the same time highly appreciated the cooperation with the Academy of Justice, to continue the discussion regarding the mandate, role and competencies of this institution in safeguarding and enabling cooperation in the field of justice.

In addition to the ombudsperson Mr. Qelaj, the discussion panel consisted also of Mr. Burim Tahiri, acting Director of the Department for Legal Affairs and Research in OI, and Mr. Basri Kastrati, Deputy Ombudsperson. This program aims to provide the newly appointed judges with knowledge regarding the procedures for investigating complaints in the claims of citizens for violation of human rights, up to the preparation of recommendations for such cases.

Also, the work of the national mechanism for the prevention of torture and other cruel, inhuman and degrading treatment and punishments was discussed. Reports with recommendations resulting from the handling of complaints and requests and regular and unannounced visits to all places where persons deprived of their liberty are held. Also, the judges were informed about the receipt and review of complaints in the OI, the relationship between the OI and the judiciary and the procedures for accepting complaints and their review if the received complaints, requests or notices are within the competences and responsibilities of the OI.

Other issues that were addressed in this visit were: the mandate of the Ombudsperson as an equality body, the mandate of the Ombudsperson as a mechanism for the prevention of torture, as well as the mandate of the Ombudsman in relation to the courts.

Beneficiaries of the training are the newly appointed Judges of Generation X.
