Roundtable on Challenges in Merit-Based Decisions for Applicants for International Protection and Citizenship

On 11 November 2025, the Academy of Justice, in cooperation with UNHCR/CRPK, is organizing a roundtable on “Challenges in Merit-Based Decisions for Applicants for International Protection and Citizenship” as part of the Continuous Training Program.

The panelists for this roundtable are Ms. Delushe Halimi, Judge at the Court of Appeal; Mr. Islam Sllamniku, Permanent Trainer at the Academy of Justice; Mr. Naim Shala, Chairperson of the National Commission for Refugees; Ms. Shpresa Shllaku, Chairperson of the Commission for the Review of Citizenship Appeals; and Ms. Habibe Zeqiri, Acting Head of the Division for Citizenship, Asylum, and Migration in the Ministry of Internal Affairs.

The roundtable aims to inform participants about the international legal framework and its harmonization with local legislation, as well as local policies and practices concerning asylum and citizenship. The methodology includes interactive discussions and the application of best practice examples, with the goal of addressing challenges and providing clear guidance for merit-based decision-making on applications for international protection and citizenship.

The roundtable is intended for prosecutors, judges, and officials from the Kosovo Police Inspectorate.
