Criminal Offenses Against the General Safety of Persons and Property: Construction Without a Permit and Illegal Construction Works

On September 8, 2026, the Academy of Justice conducted a training session under its Continuous Training Program titled: “Criminal Offenses Against the General Safety of Persons and Property – Construction Without a Permit and Illegal Construction Works.”

The session was led by Mr. Bahri Hyseni, Deputy Chief State Prosecutor, and Mr. Ersan Qavolli, Prosecutor at the Basic Prosecution Office in Peja.

The purpose of this training was to enhance professional knowledge regarding criminal offenses related to unauthorized construction and illegal construction works. The session addressed the distinction between administrative and criminal liability, as well as the procedures for demolishing unauthorized structures, through an analysis of legal provisions and practical case studies.

The training methodology combined theoretical explanations with interactive discussions and case presentations.

The beneficiaries included basic-court judges and prosecutors from all regions of Kosovo.
